Formatting a hard disk means creating new file system to a selected hard disk or partitions. Whenever you format the hard disk, the complete data stored on your disk is deleted. When low level formatting is done, all the data structure on the hard drive including file system gets deleted and then recreates the low-level data structures so that the hard disk can be used again for storing data. Whereas high level formatting is also called as logical formatting, which creates basic data structures of file system like root directory, boot sector etc. High level formatting takes less time compared to low level formatting.
